State in which a licensed engineer on a shared project has an objective basis to conclude that another engineer retained for a specific task lacks the education, training, or experience to perform that task competently, creating a sequential obligation: first to confront the other engineer directly, then to recommend withdrawal, and if refused, to escalate to the client and relevant authorities — and if concerns remain unaddressed, to withdraw from the project.
