Definition

State in which a qualified engineer publicly criticizes or offers opinions contrary to the design or technical conclusions of another engineer on a matter of public importance, where such criticism is grounded in engineering analysis rather than personal attack, offered with professional deportment, and directed at engineering conclusions or data rather than the individual's character or reputation.
