Definition
State in which a professional engineer is prohibited from participating in or representing an adversarial interest in a specific proceeding because the engineer gained particular specialized knowledge about that project or matter on behalf of a former client or employer, and has not obtained the consent of all interested parties to participate. The prohibition is knowledge-based rather than purely employment-based: it persists regardless of the engineer's current employer and applies even when the engineer would otherwise be competent and available to assist.
