Definition
State in which a professional engineer employed in a regulatory capacity has determined that a proposed permit does not meet applicable legal or regulatory standards, has documented and communicated that finding to their superior, but the superior has overridden the engineer's determination and authorized issuance of the non-compliant permit — placing the engineer in a state where the permit has been issued contrary to their professional judgment and without their endorsement, and requiring the engineer to determine whether further action (refusal, escalation, or withdrawal) is ethically required.
