Definition
State in which a licensed professional engineer observes what they believe to be a serious violation of the state licensing board's rules of professional conduct by another engineer with whom they have no competitive relationship and no personal acquaintance, creating a condition in which the reporting obligation is evaluated free from competitive motivation concerns or personal loyalty considerations — the absence of both competitive and personal ties removes the two most common rationalizations for non-reporting, leaving the professional obligation to report misconduct to the licensing board as the primary ethical imperative.
